Abstract

This article aims to study the flood management network administration and analyze the problems and obstacles. The researcher used qualitative research in the Key Informant group, consisting of 17 key informants, defined by their roles and responsibilities in flood management through in-depth interviews, personal interviews, focus group discussions, participatory observations, and triangulation. The research results found that Nakhon Si Thammarat Province's flood management network involves collaboration between government agencies, private sector agencies, and civil society agencies, which lacks a common platform for sustainable development. A problem of lack of knowledge and understanding of the operators, such as local administrative organizations, whose main duty is to prevent and alleviate public disasters in their areas, because they are close to the people. However, some agencies still lack personnel to perform their duties, lack knowledge and understanding, and lack the budget to prepare for prevention and prepare resources to be used in the operation. In addition, when floods occur, cooperation is coordinated under the law that has been established according to the Nakhon Si Thammarat Provincial Disaster Prevention and Mitigation Plan. Establishing command centres in various areas that can be quickly connected makes it complicated and impossible to assist comprehensively and promptly.
